AI DIPLOMACY: THE IMPACT OF ARTIFICIAL INTELLIGENCE ON INTERNATIONAL RELATIONS AND GLOBAL GOVERNANCE
Keywords:
Artificial Intelligence, AI Diplomacy, International Relations, Global GovernanceAbstract
If the development of nuclear technology in the 20th century fundamentally altered the strategic balance of power among nations, could artificial intelligence hold similar strategic significance in the 21st century? Today, this question is emerging as a critical issue in international relations and contemporary political processes. There is no doubt that the current progress of civilization is the product of human intellect and scientific potential. However, humanity's drive to create advanced artificial intelligence systems that surpass its own intellectual capabilities is ushering in a new historical and political era. Artificial intelligence is now emerging not merely as a tool for technological innovation or economic development, but as a critical factor in national and international security, cybersecurity, military technologies, the information space, diplomatic negotiations, human rights, economic competition, and global governance. This article analyzes the impact of artificial intelligence on the international relations system, the transformation of diplomatic activity, and the processes shaping global AI governance. The study conceptually examines the notion of "AI Diplomacy" through the lenses of "AI for Diplomacy," "Diplomacy for AI," "AI Geopolitics," and "Global AI Governance." It also explores the influence of artificial intelligence on strategic competition between states, international cooperation, and existing global governance mechanisms. The research findings indicate that artificial intelligence is evolving within international relations not only as a new technological tool but also as a strategic resource, a subject of diplomatic activity, and a new dimension of global governance.
